Constitutional Amendment Passes by Overwhelming Margin

Constitutional Amendment, Question 03, which requires that judges of the Orphans' Court in Baltimore City be members in good standing of the Maryland Bar and admitted to practice law in Maryland. (Amending Article IV, Section 40 of the Maryland Constitution) passed with 83% of the vote. Previously, the law required only that judges of the Orphans' Court in Baltimore City be citizens of the State and residents of Baltimore for the preceding 12 months.
November 5: Although the amendment passed overwhelming, a non-lawyer who would have qualified under the prior law to serve as a Judge, has decided to sue the State and challenge the legality of the amendment and its approval.
